These old boys clubs, that give out money without any "strings attached" and no milestones or targets are a problem. How is success measured?

Looks like these guys will be eating plenty of free lunches on the NZ tax payers dime.
I damn hope this is looked at further and they have not made a clean getaway with the full $$.
I could think of 1000's of ways 5 million could help the NZ eco system, rather than keeping the crew in question with round bellies.
